DHCP Failed - APIPA is being used

Hello, I have had trouble with working DHCP on my VLANs, however when I search on any thread here, I can't seem to find a satisfory answer or every answer is tailored to a specific part of the circuit. I would like some help

I understood and it should be configurated properly which is why I don't understand why it doesnt work
