Gee whiz. I haven't heard of the term "Modular IOS" since the good old days of SXF, SXH, SXI and SXJ. This gotta mean that the chassis is running some form of very ancient IOS that has long been end-of-support since the ice age.
But wait ... eFSU? Why? If the purpose is to upgrade the firmware, then why go through all the trouble (and in some cases, heartache) and do something very complicated as an FSU/eFSU/ISSU when a simple copy-the-IOS-across will be sufficient to do the task required?
