Why would someone need a router with an inline power supply?

CISCO3825-AC-IP

Integrated services router with two Gigabit Ethernet fixed LAN ports, one SFP slot, two NMEs, four HWICs, two AIM slots, four PVDM slots, Cisco IP Base software, and Inline Power

Is it for a router that might have a switching module added?

Exactly.   Very common here in Australia.  Big users are banks.
