This design will work. STP will block one vpc port-channel due to a loop.

What do you mean under the term "double layer VPC"?

From logical view you will have 2 vpc domain interconnected with VPC port-channel, and 1 switch connected to both of them. You need remember that you won't be able to peer these n7k via routing protocols. As peering via VPC is not supported.
