Hello Ali,
PIM DR on a segment is elected by
using pim priority (highest is better default is 1)
then highest ip address on the segment (interface ip address no router-id involved here)
to change ip pim priority you can use :
ip pim dr-priority
ip pim dr-priority ?
<0-4294967294> DR priority, preference given to larger value
(this is from a C3825)
