With this version of IOS and license, would it be possible to configure dynamic routing protocols: OSPF, EIGRP, BGP, IS-IS?

If it were not possible to configure dynamic routing, what would be needed to activate dynamic routing for OSPF, EIGRP, BGP, IS-IS?

 Yes, with network essencial you should be able to routing. Enable it with the command "ip routing"

If you are planning on using full OSPF, BGP. ISIS, etc., you need the network advantage license. See link:

The network advantage license is applicable for both switches: C9300-24T-E and C9200L-24T-4X?

To configure IP SLA, is a license also needed on both switch models?

DNA Essentias is not enough. You need to have at least network essentials. The print you paste above only shows DNA Essentials

 C9200L-24T-4X

C9300-24T-E

If you have the network essentials, but I understand that it would not support BGP, IS-IS, EIGRP, but with that license would it support ip sla?

  IP SLA and BGP you need Network advantage.  You can check this by yourself on the Data Sheet document.
