%error opening tftp:....... [Timed out]

I can ping the server from my switch but cannot acces the tftp. 

Someone pls help me on this, what is the issue here

use two command 
ip tftp blocksize 
ip tftp source interface

 First of all, is it your server listening to the TFTP port?

Is is a windows machine?

which TFTP program are you using?

Some TFTP program requires you to select the interface you want to use. Make sure you selected the right one.

This is my actual setup on cisco packet tracer. I can ping my server from every switch, cannot acces the tftp file. And my tftp server is on.

@Elam  make sure your OS firewall is allowed for tftp application or disable OS firewall until file copies to device.
