What is modularity in network design?
(a) Ability to to create self-contained, repeatable sections of the network
(b) Ability to scale and accommodate future needs of the network
Hello Community, kindly help my understanding, I believe the answer to this question is option (a), option (b) to me is interpretd as scalability which is the ability of a resource to scale up or down to accomodate traffic requirement which premises on user's experience but again, I need some sort of stronger context or explanation to reinforce my conviction.

Hope we are talking switch Modularity here :
Modular switches let you add expansion modules into the switches as needed, giving you flexibility if your network needs change. Examples of expansion modules are application-specific (such as firewall, wireless, or network analysis) and modules for additional interfaces, power supplies, or cooling fans.
if you looking switching example :
you can multple lines cards / multiple sup card for redundancy.
some example new Cat 9600 to help you understanding better :

Do you have a reference to such in context to network design?

Yes the context is in network design

Well, I did ask for some contextual reference, but perhaps that's exactly what you seek,
Found lots of references on this searching the Internet, Cisco's Enterprise Architecture, seems to use a modular design approach.
Some references:

See if any of those support your understanding, which I believe is basically correct.
