Having Trouble Connecting to switches together

I have a Video Workstation that is currently running 15 IP cameras and they are all connected to a switch, this is the switch. On the right hand side there are two 2Gigabit Ethernet ports. One of those ports is connecting directly to the machine that is running the video software for the 15 IP Cameras and the other cable should be going to the switch I will show after this pic.

The following pic shows to switches and a patch panel. Both of these switches are connected and provide internet connection. The cable I mentioned earlier is supposed to be connected to the switch on the bottom (I think this is the one that has the live internet connection). The problem with this cable, is that once I connect it, it sets off all the lights and they begin flickering and the internet connection drops intermittently.

The reason I want to connect both switches is to be able to provide an internet connection to the video workstation in order to connect to it remotely. Also, I want to add it to the domain.

If all the light flash on when you connect the cable, you are probably causing a loop. Check all the cables from the switches to see if there isn't already somehow a connection active between these switches. If your switches support it, consider turning on Spanning Tree Protocol everywhere to prevent this kind of failures in the future...
