Hipath 4000 Communication Server and 4506 arp

I have a Hipath 4000 Communication Server that has two STMI2 cards connected to my Cisco 4506 on the same vlan. One STMI2 card is active and the other is in standby. The active card holds the data and ip address for the VOIP system. If at any time the active card shuts down, it dumps all data and ip address to the standby card. My problem is when this happens the 4506 sees the ip address of the standby card as being tied to the mac-address of the active card and will not allow the system to start in standby. The only way to have the standby card function properly is to clear the arp on the 4506. I also have to clear the arp agian when the active card is fuctioning properly for it to take over. Is there any config that can be done on the 4506 to prevent having to clear the arp manually?

When the active interface shuts down, does the switchport in the 4506 goes down/down ?

A down/down switchport will trigger the clearing of the mac-address on the switch's table.
