On the 9300 switch, is there a way to tell whether users in specific VLAN have been assigned their IPs via dhcp relay or if they are using static IPs ?

Hello,

I dont think it is possible. If this 9300 is a access switch in Layer2 mode, you can see only the mac address.  In a layer3 device, you are able to see the ARP table but static and dynamic IP will be shown the same way.
