on the asr 1004 , how test and check if the SFP receive power or signal from the MUX? any command to do that?

If I am not mistake, UNLESS the SFP has a model with a "D" at the end, example GLC-SX-MMD or GLC-LH-SMD, then it's not possible.
If your have SFP+ then it's possible.
Have you tried "sh interface transceiver detail"?

Yes, only with the SFP diagnostic option.
have you tried with the "sh int x/y transceiver"?
do you have a optical meter?

hi,
you could use this command to check for SFP/transceiver power reading:
show hw-module subslot x/y transceiver z status
the output would look like something below and normal (average) power reading would be around negative 4-7 dbm.
The Transceiver in slot 0 subslot 0 port 2 is enabled.
Module temperature = +44.640 C
Transceiver Tx supply voltage = 3273.8 mVolts
Transceiver Tx bias current = 24264 uAmps
Transceiver Tx power = -5.7 dBm
Transceiver Rx optical power = -7.3 dBm
