How to Design Robust Network for educational institution

I am having 3 different campus which connected via OFC/RF Media.

these are my deliverable:

1. All users in 3 Campus can access the Network resources(Local Files,Internet) as LAN.

2. There is Firewall authentication for all all users even to access local resources

3. I want implement Cisco 3- tier Hierarchy Model and maintain the same.

4. already using Cisco 3750 as core switch at HO,3650 as Distribution,2960  as access switches.

5. where ever I am having port shortage, I use 8 or 16 port Dlink/other brand switch in access layer.

6. There is no complete documentation of the network design & how up-link and down-link connected.

7. complete routing is in static routes currently, I want to implement OSPF.

8. ISP/TSP terminated at HO where Core switch & Firewall Installed.

Hi

Do you have the same model over the 3 campus? Cisco 3750 as core switch at HO,3650 as Distribution,2960  as access switches.

And these campus are direclty connected each other?

Yes,at HO I have 3750,at campus 1 3650, campus 2 3650 as core.which campus1
connect with OFC,campus2 with RF.
