Hi
Usually cisco switch comes with software installed called IOS. If in your case you bought a switch with no software, you need a service contract with Cisco in order to download software from Cisco site.
But, before anything, make access to the switch using console cable and verify what´s in there.

As @Flavio Miranda said, plug in a console cable and capture the complete console log from power on. Attach here as a text file.
Any new Cisco switch will have software pre-installed at factory. If the software is missing or corrupted that is classed as DOA (dead on arrival) and Cisco or the reseller you purchased from should immediately replace the faulty item with a working replacement product. If you have bought a second hand switch then you should go back to the seller and ask them to repair/replace/refund. As Flavio said you need to purchase a Cisco service contract to access Cisco software.

@Leo Laohoo just pointed out to me that in theory you should be able to get the software free as per this policy (which I didn't know about before):
https://www.cisco.com/c/en/us/products/collateral/switches/catalyst-9000/bulletin-c25-740149.html
So try downloading:
https://software.cisco.com/download/home/286320016/type/282046477/release/Bengaluru-17.6.5
or
https://software.cisco.com/download/home/286320016/type/282046477/release/Cupertino-17.9.3
You didn't state the exact model of switch you have. The newer models are not supported on 17.6.5 so then you need to use 17.9.3 which also supports the older models. You'll have to check for your exact model number or share here.
And if you do need to recover from ROMMON:

The firmware can be updated using CLI or, failing that, a web browser.

I posted 3 links with instructions in my previous post above - did you bother to read those?
And you'll find numerous videos and blogs on how to do it if you search.
You say " i tried many times with TFTP but couldn't get access to terminal"
Are you saying TFTP didn't work? What exactly didn't work, what error message did you get?
Or are you saying you couldn't get a working console terminal connection? If that's the case then the most important thing is having the right cable. Generally best to get one based on genuine FTDI chipset. This one works for me: https://www.amazon.co.uk/gp/product/B07MYQPYKR

What was the problem?
Smart licensing configuration depends on the software version because it has changed a number of times. What version of software are you running? Assuming you're running a recent version which now uses SLUP (Smart Licensing Using Policy) then my summary of smart licensing config is the following:
conf t
no service call-home
license smart enable
license smart url default
license smart transport smart
ip http client source-interface <managment interface>
ip name-server <DNS server IP>
ip domain lookup
ip domain lookup source-interface <managment interface>
!
end
wr
license smart trust idtoken <your token> all force
wr
Useful commands:
show lic status
show lic summ
show lic all
show platform software license dlc
Note that it can take a few minutes for license trust to be set up (device connects to Cisco license server).
Then you'll see this in the logs - use sh log | inc LIC
%SMART_LIC-5-COMM_RESTORED: Communications with Cisco Smart Software Manager (CSSM) restored
%SMART_LIC-6-TRUST_INSTALL_SUCCESS: A new licensing trust code was successfully installed on <device UDI>.
The device submits a report (PUSH) and then polls for a reply (ACK) 5 to 30 minutes later.
If it's been upgraded from non smart license then dlc (device lead conversion of old license to smart license) can take up to a day after smart licensing is activated.
Note that you need a smart licensing account set up https://software.cisco.com/software/smart-licensing/ and in that account you need to create a token to use for joining the device - Inventory tab - Product Instance Registration Tokens. The device needs to be able to reach the Cisco cloud to complete the registration. If you use the config I provided then the URL it uses is https://smartreceiver.cisco.com/licservice/license
We disable the call-home service but you might prefer to leave it enabled.
