i cant ping my layer 2 switch on vlan 99 help

Im having trouble with a switch it seems i cant ping my switch from nether my router or pc. i 

made vlan 99 on the switch and i assigned it 10.0.0.4 255.255.255.248

and i put the ip default-gateway command of 10.0.0.1 <= my router 

when i try to ping my switch i get time outs why ?
