When you ping a PC and there is no valid arp entry in the arp-table of the L3-Switch,
the Switch initiate an ARP-Request to the network and waiting for response form the PC. Until there is no answer the ARP-Entry for the ip-address is shown as INCOMPLETE. This is normal behaviour.
You must clean the arp-table in order to ping a PC, when the mac-adress to this ip-adress was changed and the PC didnt't send a gratious arp to the L3-Switch to renew the arp-entry.
