Initial boot "System received a System Error"

Hello all,

I need help trying to manually intervene and stop a newly purchased used Cisco 2811 router that loops and keeps trying to upgrade the ROMMON and self decompress the image? Here's the message:

If the router has NM/NME &/or WIC/HWIC cards, pull them all out. 

Console into the router and reboot the router, we want to see everything (and don't edit things out, IP addresses excluded).
