Basically it first of depends on how you want to manage it.

Basic manegement is L3 ACl on L3 switches/routers. Further you can consider some accounting though limited on low end products. So you first need to decide on how you want to manage internet users.

Hello,

2960 is pure L2 switch with only a single L3 VLAN for management. You will not be able to use L3 ACLs as you don't have any L3 interface to inspect IP payload of the frames switched by 2960.
