I am setting up the ios archive feature using scp on an isr router. I am wanting to set this up to archive to an scp server that is remote to the isr but over an ipsec site vpn. When attempting this, the archive copy commenced but will not complete. Could the fact that it’s doing double encryption be hindering doing this through a site vpn?. Also, Is it possible to do this over the internet using scp?

You should be able to do it over the internet. You'd need to have 22 opened on the destination.

When you send your archive over the internet, then the source IP will be your public address. Have you added this address to your crypto-ACL on both VPN-peers?

I don't understand what you are trying to do. Are you trying to copy the IOS from the router to your TFTP server?
If this is the case, I've got a better idea for you (less painful too!).
