You may have a faulty wireless card.

Do you how can I solve it?

Depends on the issue. If it is a driver issue, you can update it and possibly resolve it but if it is a hardware issue, you may need to replace the device.

Let me get this straight ... You configured static IP address on the wireless NIC and when you close the "app" the IP address disappears?
Is this correct?

Try to reset TCP / IP and DNS settings. and run Command Prompt as administrator (by right-clicking on the start menu):
netsh winsock reset
netsh int ip reset c: \ resetlog.txt
Restart computer, go to Wi-Fi network and open the general access. Now there shouldn't be any issue.
