ipv4 floating static routes and tracking with Cisco 3650

My customer wants to use a Cisco 3650 for changing the default route when the primary connection is lost.

That is, tracking a route using IP SLA with icmp ping to an ipv4 address.

Can he do this with the IP BASE feature set version 3.6.0E, or does he need the IP Services feature set ?

 

Using the feature navigator I find That  "IPS SLAs - ICMP operation" and "IP SLAs - Scheduler" are missing in the ip base.

However, I'm still hoping, because I find nothing like "ipv4 route tracking" or "floating static routes" in either of the feature sets.

And "Object tracking:IPv6 route tracking" is supported in both.

IP SLA requires IP services license:

IP service-level agreements (SLAs)enable customers to assure new business-critical IP applications, as well as IP services that utilize data, voice, and video, in an IP network. This feature requires the IP Services feature set.
