From the datasheet the 2960X lists E-LLW. Is the 2960XR covered under E-LLW?

Yes and no.
Yes, you still need to "tie" the serial numbers of your appliances to a valid Cisco Service Contract.
In some cases, TAC will not honor the LLW/E-LLW until you point them to the documentation. So keep the link to the LLW/E-LLW handy.
