Is the two commands "errdisable recovery cause psecure-violation" and "errdisable recovery interval 120" used in the configuration of CISCO ISE in CISCO edge switches.

They have nothing to do with ISE. They are for recovery of port security enabled ports which are in an err-disabled state.
For your specific use case, if a device is in error-disable state, recover automatically after 120 seconds. The alternative would have been to manually run shutdown and no shutdown on that port.
