i have one network 172.16.1.0/24 i want 3 vlan in this same network is this possible?

Sure you can do subnet 172.16.1.0/24 to /26 the you get 4 subnets - you can create 3 VLAN associated with them.

i want like this
vlan 2 -> 172.168.1.2-172.168.1.20/24
vlan 3 -> 172.168.1.21-172.168.1.30/24
vlan 4 -> 172.168.1.31-172.168.1.40/24
is this possible i dont want to change subnet.

If you want to segment you need to change the subnet - with out that not possible.
high levle i made 4 subnet from /24 to /26
VLAN 2 - 172.168.1.1 - 172.168.1.62 (subnetmask 255.255.255.192)
VLAN 3 - 172.168.1.65 - 172.168.1.126 (subnetmask 255.255.255.192)
VLAN 4 - 172.168.1.129 - 172.168.1.190 (subnetmask 255.255.255.192)
Future VLAN : 172.168.1.193 - 172.168.1.254

So Either I have to change my network like(172.168.10.1,172.168.20.1,172.168.30.1) or change my subnetmask to differentiate the vlan networks?????Because vlan cant be created on same network.I am right??

yes if that option worlks for you go with new IP range is good start.
