I recently bought a used old c2960 from ebay for my home lab I wanted to download the new IOS version 15.0 but Cisco download tells me they need my business address and I don't have one. Does that mean I can't get the latest IOS because of this.
Anyone please advise.

It means one must have a valid Service Contract to download the IOS for the specific model of appliance.

As mentioned by Leo, you need a Cisco credentials associated to a valid service contract otherwise you cannot download the IOS for your switch.

As the others have noted, generally you need a service contract, for your device(s), to download software updates.
Unfortunately, I believe if you pursue that, you may find obtaining a maintenance contract a problem unless you purchased your unit from an authorized seller.
Technically, I also believe Cisco doesn't sell their software, they sell license for its use, so although you may legally "own" the hardware, you cannot legally run it with the software found already installed. However, I don't think law enforcement will be knocking on your door using your 2960 for home use, but, again, getting later software for it, could be quite problematic.

Well said Joseph, I totally agree with you Cisco should come up with a solution to upgrade their IOS just like Android (am using Android loosely as an example) does for existing clients i.e. from one OS to another and if you need extra features you can purchase the license required to unlock the features.
Those setting up home labs just to study CCNA/CCNP can't afford a maintenance contract as most of the hardware we buy are cisco gear which have reached their EOL or decommissioned devices which are disposed.
