I have got the WS-C3650-24TD-S that has a problem. It doesn't work normally. this means that when I put the 10G SFP in equipment, Status LED is blinking green. (like up&down). but, service is good.
how do I solve this issue?

The status light for those is solid for link; but flashes when there is activity, I believe. On higher speed links, the light flashes slowly and not according to the rate of traffic, but just to indicate there IS traffic.
You should be able to verify with logs, and via sh int TE x/x. I believe there are counters to give indications of errors and disconnections.

Referring to your answer, Each one cable are 1:1 connected. hence, there is no traffic.

What is the IOS version and what SFP+ module was used when this event occurs.

SFP Model name is GLC-SX-MM, IOS version is cat3k_caa-universalk9.spa.03.06.03.E.152-2.E3.bin.

What does a "sh int status" show for the uplink modules?
If that port is non-operational, you can unplug the SFP+ and plug in again. What are the log messages (if any) that might indicate an issue?
Is this wired into any other switch? If so, what's it connected to, and does the other end have any error messages or link status indication?
