We have a device connected to a 3650 switch whose ethernet controller crashes when it receives more than 200000pps. The traffic to this device can have variable packet sizes, so it would not be practical for us to rate-limit by mbps.
Is there any mechanism which can rate-limit (either QoS or some other mechanism) outbound packets on the switch port to pps, instead of mbps?
PS: I believe Storm control supports PPS, but storm control only affects inbound, not outbound traffic.

Looks like QoS Police supports pps. I will use the below
policy-map save-the-wac
class class-default
police rate 20000 pps
!
interface GigabitEthernetx/y/z
service-policy output save-the-wac
