limit speed on host ip address

I have an 3825 as router gateway to the internet and have 16 public ip addresses on it.

Want to limit per address the speed allowed (in and out).

How is this possible ?

Can not do it on port base, as I only have one for my fiber connection and one for connecting the 16 hosts (via switch).
