Okay different question than i originally thought. I assumed you mean restrict in terms of access-lists but you mean how to do QOS (Quality of Service).
Yes you can do this by applying QOS policies to your vlan interfaces. Attached is a link to QOS configuration for the 3750 on your switch

hi,
i want to do following.
i have a cisco 3750-48PS with 12.2(37)SE1 - IPBase Image.
i.e
user from Network 192.168.1.0/24 have only 1MBit of http Traffic to Network 192.168.2.0/24.
if there are a lot of user from that network they will have only 1MBit for all http.
user from Network 192.168.5.0/24 have only 3MBit of http Traffic to Network 192.168.2.0/24.
etc.
