Check any Physical connection issue in the first instance, and check any STP Loops ?
how frequent this link going up and down ? try no negotiation command see of that fix the issue ?

i was in impression only 1 port looks all the ports are going up and down, what is another side connected? each one connected to different switches? or all of them going to 1 switch?

Hello,
as far as I recall, the 2960 have an optoon to test the cable on a port, the command is something like 'test cable tdr imterface'.
The ports also let you set the media type (media or media-type), you might want to toggle the values...
