Mac Address Not Showing on Switch

I am in the process of removing port security on the remaining devices that use it. I am trying to implement ISE to auto configure VLANs based off of devices. 

I have successfully setup the dynamic VLAN assignment, however the switch connected to and providing services to my test switch does not populate the mac address but my test switch does. 

To troubleshoot this I put it back on port security and the MAC wont even populate on the test switch its directly connected to. However, with the port config utilizing ISE it reports it to the test switch just no other switch above and I am unsure why. 

Notes: I am utilizing device-tracking policy, the auto assignment of the vlan has the ports configured on my "Dead VLANs" that are not trunked, the device in question is an encryptor device.

what switch is this and what IOS code running, the port connected to other switch (what brand) - can you provide the configuration that switch connected ?

How to Ask The Cisco Community for Help

they are both Cisco 9300's. The test switch is running 17.06.03 and the upstream switch is 17.12

I can not provide exact configurations however I have one port configured for port security with mac address sticky. This port will not show the mac address at all. 

The other port is configured with dot1x/mab authentication commands and gets dynamically assigned the correct vlan based off of what ISE tells it to. On this one I can see the mac address on the test switch, but when i go up one switch the mac address is not in the table.
