MAC flapping on STP blocked port

The port g1/1/3 is getting blocked by STP on VLAN75.

After there are MAC flapping messages for multiple MACs in VLAN75 in that port. Hence the switch is building the MAC table for packets received on g1/1/3.

My understanding was that a port in blocked state will discard packets, so how come it looks at the packets on that port? Am I wrong?

Can you show us the config of port Po1 & G1/1/3?

Also what is connected to port G1/1/3?
