And the vlan12 bpdu is sent only not recieve.

So these three SW not recieve root SW bpdu and it elect new Root SW this mac flapping and make your SW not stable.

Now check SW connect to these three SW (wrong root bridge and I am sure it these three SW connect to each other in chain) if SW connect to these SW recieve bpdu or not.

After Ring is on, we have to check, but issue has been same 

then check show spanning tree VLAN 11 ROOT ID CHANGE

If the above is from your core switch, then its NOT the STP root for all the vlans (11) and its connected to a switch(s) that is not running  RSTP

Post the following from the core switch and its connected switches:
sh cdp neighbours
sh interface trunk
sh vlan brief
sh spanning-tree root
sh spanning-tree vlan 11

All switches letest  IOS update

Fixing native vlan mismatches solved the issue for me

No thanks to me lol..

Glad issue is solved' the rstp is compatible with stp but in ring I will do more check why this happened.

mac flapping issue is resolved, but all switches ping is high latency

Wait for at least 5hours then try ping.

Note that mac flapping stop but still mac not clear for some interface.

So wait until mac is aged and remove and then check
