I need to determine if it’s possible with a Managed Cisco Switch to remotely turn off a port (or preferably a full VLAN) and turn it back on so that the link stops and starts again, and if so, specifically how, and what model switch would do it.

What do you mean by "remotely".
You can remotely connect to all Cisco switches and shut down ports etc.
Do you mean via some application ?

Remotely as in via Telnet or SSH for instance.

Okay, I can only speak for Catalyst switches but all Cisco switches will allow this as long as you setup a management interface on them for connectivity.
I'm not familiar with any of Cisco's smaller switches ie. non Catalyst but I would be surprised if they didn't support that as well.

Setting up the management interface is relatively straight forward but it all depends on what the rest of your network looks like.
Usually on a Catalyst switch you simply set up a L3 vlan interface (SVI) on the switch for managing it and you give the SVI an IP address.
As long as it is reachable and you have setup a password etc. then you should be able to get onto the switch.
It depends on the switch model and what else it is connecting to so it's difficult to be precise as to how to set it up without knowing that.
All the configuration guides give instructions on how to do this.
So what model switch were you thinking of and how will it fit in to the rest of your network ?

Well, that's the thing. I haven't purchased it yet and the purchase decision is solely based on the ability to be able to turn off and on specific ports.
What are the commands used (for google reference), or where can I get some deeper documentation about this so I can read up on this and then make a decision?

I could list the commands here but that isn't really your question.
I can say for sure that a Catalyst switch will allow you to telnet etc. to it and manage the ports ie. shut them down, bring them up etc.
Cisco do another line of switches for small business and there is a separate forum for that so you may want to post there as well but as long as it is a managed switch you should also be able to do what you want.
If the decision is solely on that ie. not cost, port count, throughput, other features etc. then I would think pretty much any Cisco managed switch would work for you.
So like I say Catalyst yes, other Cisco switches I would have thought so but you may want to post on the other forum to be sure.
