from where this come and what does it mean?

It means DSCP marked packets of (9 10 11 12 13 14 15) are sent to queue 1 but with a tail drop setting 2.

It means DSCP marked packets of (0 1 2 3 4 5 6 7 32) are sent to queue 1 but with a tail drop setting 3.

Where it most likely comes from, something someone entered as an explicit cli command as the default settings wouldn't normally show.

Why this was done this way should depend on the QoS goals of your environment.
