is there a way to push these 2 commands on all Cisco devices at once?

no username <old user> privilege 15 secret <old password>

username <new user> privilege 15 secret <new password>

No, you cant push these commands at once. but to shorten the time you can copy and past it into each device.

If you would run something like Solarwinds configuration manager, you could bulk change this.
