I am looking for an article which will walk me through the Systems Development Life Cycle for designing a network. I will be dealing with issues such as selecting routers, switches, WAN protocol, DHCP, DNS, disaster recovery, capaity planning, and information assurance. Can you recommend a link to a good article?

Less of an article, more a book.
Top-Down Network design, from Cisco Press, would be my recommendation, for a starting point.
