Nexus 2248 unable to download image

I have a pair of Nexus 5548's running code version 5.0(3)N2(1). The 5548 devices have been running for three years now. We recently install a newly purchased pair of N2K-C2232PP FEX units and they installed without a problem, downloading their image from the 5548's flawlessly.

We also install a newly purchased pair of NK2-C2248TP FEX units. Unfortunately, the NK2-C2248TP FEX units are stuck on "Requesting satellite download image" and are never able to load. Everything is physically and logically connected properly. 

Has anyone ever run into this issue?
