Nexus 5596 L3 card offline

I am not sure why the L3 module is offline as shown below.

I did the following and still no change:

switch(config)# power module 2
ERROR: Operation Failed:Module is offline, try no poweroff to bring it online

switch(config)# no poweroff module 2
switch(config)#

never mind. I removed and reinsert with a cold start.
