That depends on many factors. Are you tracing on your local network, through an ISP, etc? How many hops from source to destination? What are the link speeds at each hop?
Mileage varies from traceroute to traceroute in different environments. Given the infinite number of variables, it's not possible to prescribe an acceptable latency time. This is something best discussed with your ISP.
