From my understanding of OTV you would have a seperate VDC in which your interface Vlan will reside. You would trunk the vlans to the default VDC and then configure the interface overlay with the join interface being a L3 link between sites and use the otv extend-vlan command to extend the vlans you want to have accessable at your seperate site. Vlans will need to be created in all places, but the interface Vlan will only reside on the second VDC where you trunked it from. You would need the same configuration on the other end as well. If you dont have the VDC license you would have to trunk from one 7K to another and then build your interface overlay there.
