PA-3-PA_INIT_FAILED: Performance Agent failed to initialize (Missing Data License)

I have installed cisco2911 router and whenever i restart the router,I am getting the error 'PA-3-PA_INIT_FAILED: Performance Agent failed to initialize (Missing Data License)'

why this error is showing and also this may cause of network disconnection issue,please help me.

IOS: c2900-universalk9_npe-mz.SPA.152-2.T.bin
