Patch panel cabling doesn't work after power outage

We've had a power outage on one of our site impacting a 4 stack of Cat9300 switches. One switch died completely and needs an RMA. The other 3 switches are powered on and stacked correctly.

The weirdest thing is that the patch paneling for that switch no longer works. All the interfaces are down/down but if we bypass the cabling and plug a laptop directly into the switch the interface comes up. 

Has anyone ever had any issues with patch paneling following a power outage? I've never heard of something like that but who knows these days.

"sh post" output is fine. 

Get a reputable cabler to test the cable runs.

Yes, patch panels can go bad. They have PCBs in them that can melt if the cabling got hot enough. You might also see scorched spots in the RJ45s. Run a basic tester on your runs to make sure all pairs pass before reusing it.
