Hello,

Maybe your device is being affected by the following bug: https://bst.cloudapps.cisco.com/bugsearch/bug/CSCvd86925/?rfs=iqvred as you can see IOS versions from 16.3.X are not affected by this problem, you can look for an IOS version according to your needs, however the most suggeted version by Cisco is 16.3.6 XE (read the related notes).

Upgrade the stack IOS to 3.6.7 and see it makes any difference.
