Policy-Based Routing: 3850 or ASA

Would appreciate some help with the following questions please from the experts:

1. Is it better to configure PBR on a 3850 or ASA?

2. If use a 3850, can you direct traffic to next hop based on FQDNs, eg. for Azure?

one 3850 also possible and ASA also, depends where your edge device you want to deploy PBR
