Hello, if I apply the following, will it mark ALL traffic coming in to port Gi1/0/9 with DSCP 'EF" ?

It should, logically.

Physically, on some switches you might need to enable QoS, globally, for the policy to be used. If that's the case, and QoS was not already enabled, other ports may be impacted with activation of QoS.
