Can we replace power supply model number SPACSCO-16 on MDS9124 with model number SPACSCO-04 from cisco Catalyst 4948?

Unfortunately the MDS9124 is not part of the Small Business Switches family but an Enterprise device so I suggest you to inquire about this on the "LAN, Switching and Routing" community group;
