Privilege level doubt

Hi folks,

I am studying some questions for the exam and this question left me a little confused:

Which of the following privilege level is the most secured?

A. 0
B. 1
C. 15
D. 16

The answer is usually "C" (in all the discussions I found on the internet), but if level 15 gives you more access privileges, then isn't that the way that most security risks?

I think the key to the question is the 'd' at the end of 'secured'. Privilege level 15 is the most secured, not necessarily the most secure (the opposite actually, since that level allows access to everything). 15 usually requires an additional (encrypyed) password. 0 is the least secured, but only allows five commands:

Router#disable 0
Router>?
Exec commands:
disable Turn off privileged commands
enable Turn on privileged commands
exit Exit from the EXEC
help Description of the interactive help system
logout Exit from the EXEC
