I have a few switches that are having the same problem. I set the config-register to 0x2102 and when the switch boots it goes into ROMMON and I don't understand why. I have to set the config register to 0x101 for it to boot into config mode.
Am I missing something here, I thought the default was 0x2102 and it would boot into config mode.
Here are the show ver and dir of everything.

Hi Mike,
The main difference between 0x2102 and 0x101 is that 0x2102 will boot the image specified by the "boot system" command whereas 0x101 will boot the first valid IOS image in flash.
The fact that it boots into ROMMON with 0x2102 most likely means that the "boot system" command is specifying an image that is not in bootflash.

Hi Mike,
Set the boot path as
4506(config)#boot system flash bootflash:cat4000-i9s-mz.122-18.EW2.bin
4506(config)#config-reg 0x2102
4506#wr mem
4506#reload
And it should be ok there after.

Mike,
This will work for you. The reason it was going to rommon because, you dont have any bootvariable set to boot the switch.By changing the rommon to 0x101, it was picking up the first valid image to boot from the flash.
