If you have other users on the same vlan are able to access the internet, then it points out to that particular workstation unless you have some kind of internet restriction (acl) based on something like mac/ip address. Try to isolate the issue, ping google public dns servers 8.8.8.8 or 8.8.4.4 if it works then it's a workstation/proxy matter.
